Public-private partnerships

The renovation of the Parc zoologique de Paris was a complex project from both a technical and legal point of view. As the Museum was unable to mobilise the necessary financial resources, a public-private partnership (PPP) proved to be the most appropriate solution for completing the renovation.

Following the procedure launched in December 2007, the bid submitted by the Chrysalis consortium was selected. This PPP, signed between Chrysalis and the Muséum national d'Histoire naturelle, is the first in France to involve an animal facility. Based on the programme drawn up by the Muséum, the private partner Chrysalis was responsible for the architectural and landscape design, pre-financing, construction, upkeep and maintenance of the facility over a 25-year period. The Muséum will continue to manage the facility, as well as the animal, veterinary, scientific and educational activities that make up the overall operation of the site.

 

Chrysalis Group

In order to propose a renovation project in line with the programme drawn up by the Muséum, CHRYSALIS called on a project management consortium made up of :

  • Atelier Jacqueline Osty et Associés (AJOA), urban landscape architects, for the landscape design of the park
  • Bernard Tschumi urbanistes Architectes, (BTuA), with Véronique Descharrières, for the architectural design of the new buildings
  • Synthèse Architecture with Bernard Hemery for project management of technical buildings and renovated buildings
  • El Hassani and Keller for the scenography of the vivariums and the park's educational and functional signage
  • Setec Bâtiment for the fluids packages, excluding water treatment for the pools
  • Bouygues Bâtiment Île-de-France for the other technical packages.

Financing for the project is based on equity provided by CHRYSALIS shareholders and also involves Caisse des Dépôts, Crédit Foncier de France and Caisse d'Epargne Île-de-France.
